Keelung Fortress Headquarters

Located at No. 46, Xiangfeng Street, Zhongzheng District, Keelung City. The main building was completed in 1929.


An important place for military governance in northern Taiwan during the Japanese rule


In 1896, the Japanese army set up the "Keelung Fortress Command Post" in Dashawan. In 1909, it was renamed the "Keelung Fortress Command". It was the highest military command center in northern Taiwan during the Japanese occupation. The predecessor was also the Keelung Army Weapon Branch and the Keelung Branch of the Fortification Department. After its establishment, it still carried out weapons and fortification, and included the two departments of the army and the engineer, becoming the highest unit of the Keelung Fortress.

Starting in September 1928, the Japanese army began construction of the fortress headquarters building at 46 Xiangfeng Street, with a total area of 895.5 square meters. It was designed by Shinichi Asai (Construction Department of the Governor’s Office), a technician from the Ministry of Construction. Completed in March.


After World War II, the National Government’s Garrison Command established the "Taiwan Regional Military Receiving Committee." The Keelung Fortress’ reception work was mainly carried out by the “Army Receiving Group III”. In 1946, the reception work came to an end. The original name of "Keelung Fortress Headquarters" was maintained. The stone plaque on the top is titled "Southeast of the Barrier", which was inscribed by Shi Hongxi on 6th, 1st, 1946. In the same year, Chiang Kai-shek came here to avoid birthdays; and there was a patrolling monument in front of the headquarters. The birthday inscriptions and stone steles were erected on December 25, 1946 by the same celebrities as Bai Chongxi and Gu Zhu.


During the February 28th Incident from February to March 1947, the "Keelung Fortress Command" became the command center for repressive operations in the Keelung area at that time, and the original construction was temporarily suspended. In May of the same year, the "Keelung Fortress Command" was reorganized and reorganized into the "Main Station Defense Brigade."


In 1957, the "Keelung Fortress Command" was abolished and officially entered history. After the organization was abolished, the camp was handed over to the garrison troops in the Keelung area or the northern coastal defense unit for use.


In May 2010, it was designated as a historical site in Keelung City, and the scope includes: 897, 897-8 (divided and increased) of Xiangfeng Section in Zhongzheng District. Ownership is registered as the Northern Region Patrol Bureau/Northern Region Patrol Bureau, Coast Patrol Administration, Executive Yuan, Coast Patrol Directorate, Second Coast Guard Corps.


The military fortress was lifted into a cultural fortress


Starting from October 2018, the Keelung City Cultural Bureau, with the support of the project funding support of the "Great Keelung Historical Scene Reproduction Integration Project", has initiated the restoration and reuse project of the municipal historic site Keelung Fortress Headquarters, and completed the planning and design in accordance with the provisions of the Civil Law The construction and verification procedures will be started in April 2020, and the restoration project will be implemented. The scope includes the main building complex of the fortress headquarters and the Guangfu camp (formerly the camp built by the Marine Patrol Administration).


The Keelung Fortress Headquarters adopts a T-shaped configuration, and its appearance is composed of a combination of columns attached with brown bricks with thirteen ditch faces and old beige-toned stone-washed railings. The overall facade does not have too many decorations and curved lines, and the style is elegant, but it does not lose the rigorous atmosphere of military institutions.


There is a rain shelter on the front of the entrance for vehicles to drive in directly. This is what Japanese people call "cars." In order to meet the rainy and humid climate of Keelung, in addition to raising the floor to reduce humidity, it is designed to avoid direct wind and rain. Indoor verandah; in addition, in order to facilitate internal lighting and ventilation, the windows are stacked up and down.


After completion, the main building and park of the Fortress Headquarters will become a new cultural, leisure and creative base of Keelung City for art and cultural groups to enter and curate.
