After graduating from the Department of Civil Engineering at Kyoto Imperial University, Torata Matsumoto came to Taiwan in 1906 as a technician for the Keelung Port Construction Bureau of the Governor-General of Taiwan, designing and supervising the Keelung Port Construction Project. In February 1917, he went to study in Britain and the United States for one and a half years to study the influence of seawater on reinforced concrete. Later, in July 1927, he served as a technician in the Governor's Office of Taiwan. From July 1932 to his retirement at the end of 1941, he served as the head of the Road and Harbor Section of the Transportation Bureau and the head of the Keelung Chikang branch office. The mayor of Keelung at the time initiated and organized the Matsumoto Memorial Hall Construction Committee in December 1935, and planned to build the Matsumoto Memorial Hall as a hall to receive foreign guests. The location of the Memorial Hall was selected on the terrace above the Asahigaoka Masa Town Police Station in Keelung City. Overlooking Keelung Port.

The building is a Japanese-Western eclectic style. The building area is 97 square meters and the construction cost is about 20,000 yuan. There is a statue of Matsumoto Torata made by the famous sculptor Yushima Taiki in the museum. On the opening day, Matsumoto Torata and his wife were invited to the venue and presented a certificate of appreciation. The exterior wall of the western-style building of the Matsumoto Memorial Museum is covered with yellow-brown ditch bricks, and the porch is equipped with spiral gate pillars and has many geometric windows.

The Matsumoto Memorial Hall was requisitioned as a heavy artillery company command post during the Pacific War of World War II and deployed as military installations. After World War II, it was used as a military control area for a long time. Former Taiwan Province Chairman Chen Yi and Zhang Xueliang both stayed here briefly; Marine patrol troops have also been stationed and used.
