Fishermen's Club Zhengbin Building

Located at No. 391, Zhongzheng Road, Zhongzheng District, Keelung City, it was founded in 1934 and was formerly known as "Aquatic Products Museum"; it also has aquatic products workshop, which was the base for the development of aquatic products experiment and the cultivation of high-level fishing crews for the late Japanese colonial government. It was announced as a historic building in Keelung City on January 20, 2003.


The base to promote the modernization of fishery in northern Taiwan


In order to develop aquaculture fishery and fish processing business, the colonial government merged the relevant breeding test ground and manufacturing laboratory into the "Taiwan Governor’s House Aquatic Product Test Field" in 1929; the main field was set up at the Governor’s House Production Bureau, and the branch was set up in Tainan With Keelung; in the same year, and started construction of "Keelung Fishing Port" (now Zhengbin Fishing Port). In 1932, the Keelung branch field was changed to the main field, which was divided into five departments: fishing, manufacturing, marine survey, chemistry and ornaments.


In June 1934, the "Keelung Fishing Port" was completed and the surrounding area's land equipment (fishing market, ice storage, fishery and fragrance store, coral market, truck parking lot, oil warehouse, warehouse, water supply station, fishery wireless bureau, shop, joint The toilets have been completed. Lingang Road, Binding, Keelung, has become an important base for nurturing and promoting the modernization of Taiwan’s fishing industry.


"Aquatic Products Museum" is located in the 53rd place in Hamacho, next to the fishing port. It was built in 1934 and completed in 1935. It was constructed by the Taipei Fisheries Association (a legal person organization set up under the guidance of the Governor's Office / assisting the government to assist fishermen, including technology and industrial knowledge) to raise funds. It is a comprehensive office building with modern elements and symbols in the exterior, structure and interior . The hall is equipped with: post office, aquatic product testing ground, Taiwan Fisheries Co., Ltd. Fish Market Office, petition inspection office, aquatic products association Keelung City branch, meeting room, canteen, barber room, bathing area, simple hotel, specimen room, reference product display Room, special room, loan affairs, etc. There are a total of 39 indoor units on the first and second floors.


With the gradual development of Taiwan's machine-bottom trawl fishery and tuna longline fishery, it is necessary to train senior crew members of fishing boats. In 1936, the Taiwan Governor's Office Aquatic Products Training Institute was established, which is divided into 4 departments: fishing, aquaculture, manufacturing and aquatic instruction. The location of the workshop is also in the Aquatic Products Pavilion.


Citizens petitioned to preserve and generously donated by the fishermen's association to become local public cultural assets


At the end of World War II, the Aquatic Products Pavilion was requisitioned by the Japanese Army; after World War II, it was taken over by the Nationalist Government, and it has experienced naval forces, water test centers, and civilians. In 1951, the Taiwan Provincial Government approved it to be shared by the three counties, cities and fishermen associations of Jibei and Yi. In 1954, the Keelung Fishermen's Association acquired the ownership of the building from the military. From 1954 to 1989, the Keelung District Fishermen's Association used this building to accompany the fishermen of Keelung City. It is an important base for supporting the Keelung fishery industry.


In 1989, after the fishermen's association moved to the new building in Badouzi, the building was left unused. Idle buildings lacking management, although they used to be valuable spots for wedding framing, they also had fire hazards. Under the appeal of the citizens' organizations, it was registered as a historical building in 2003-Zhengbin Old Fishermen's Association Building. On April 20, 2015, the Fishermen's Association donated the old building to the Keelung City Government.


Modernist style historical buildings


The architectural form is a modernist style, emphasizing vertical and horizontal lines. The two-story reinforced concrete building has a circular-shaped plane and is surrounded by a cloister. This configuration has good lighting, ventilation and space use. The atrium was once a place for auctioning fish. The exterior wall decoration materials are mainly affixed with yellow-brown bricks with thirteen ditch faces. The bottom edge is stacked with washed stones and imitated stones to express the heavy feeling of the building, and the details are embellished with shapes or decorations that convey the image of the fishery industry, while the side walls are left There are traces of overlap with the scaffolding of the Keelung Fishing Market during the Japanese Occupation.


In June 2017, in accordance with the provisions of the cultural resources law, the restoration and reuse planning and design of the historical building of the Fishermen’s Association Building was completed. Starting from July 2019, the Keelung City Cultural Bureau has been supported by the project funding support of the "Great Keelung Historical Scene Reproduction Integration Project" , The restoration and reuse project of the historical building of the Fishermen's Association Zhengbin Building was launched, and the construction started in June 2021.
